From the City of Duncanville: Duncanville City Council Approves Personal Leave for City Manager Douglas E. Finch; Names Interim City Manager

DUNCANVILLE, TX – On Thursday, July 10, 2025, the Duncanville City Council voted to
approve a request from City Manager Douglas E. Finch to take indefinite personal paid
administrative leave. During this time, Mr. Finch will remain available as a resource to city
leadership and staff.
In the same action, the Council approved the appointment of Assistant City Manager for
Operations Richard B. Abernethy to serve as Interim City Manager for a period of up to 30 days.
Mr. Abernethy will receive a 10% salary adjustment during his interim service.
The City of Duncanville remains committed to ensuring continuity of operations and maintaining
high-quality service delivery to residents during this interim period.
